Chief Administrative Office recommending the Board adopt and authorize the Chair to sign Resolution 124-2018 accepting the exchange of property tax increments for the annexation of fourteen parcels (APNs 046-110-03, 046-110-04, 046-110-05, 046-110-10, 046-110-14, 046-610-02, 046-610-04, 046-610-05, 046-610-07, 046-610-08, 046-610-15, 046-610-18, 046-610-19, and 046-610-22) into the River Pines Public Utility District service area, Amador Local Agency Formation Commission Project 292.
DISCUSSION / BACKGROUND
Amador County LAFCO Project #292 will annex fourteen parcels within El Dorado County into the the River Pines Public Utility District. River Pines PUD provides water and wastewater services to the district. The El Dorado County parcels are identified by Assessor’s Parcel Numbers 046-110-03, 046-110-04, 046-110-05, 046-110-10, 046-110-14, 046-610-02, 046-610-04, 046-610-05, 046-610-07, 046-610-08, 046-610-15, 046-610-18, 046-610-19, and 046-610-22. The annexation would also include five parcels in Amador County. This annexation is being processed through Amador County LAFCo. The annexation triggers the requirement under the law to distribute property tax increments applicable to the property being annexed within El Dorado County.
In accordance with Revenue and Taxation Code Sections 99 and 99.01, negotiations have been completed regarding the distribution of the property tax increments applicable to this parcel. There would be NO CHANGE to the increment for the County General Fund, the County Capital Outlay Fund, the Road District, the County Water Agency, CSA 7 (EMS/Ambulance), CSA 9 (Motherlode Recreation Tax Zone), or CSA 10 (Waste Management and Libraries). As shown in Exhibit A to the attached resolution, the River Pines PUD has agreed to recieve no property tax increment, and there are no proposed changes from the current distribution.
FINANCIAL IMPACT
The County would not relinquish any portion of the property tax increment.
CLERK OF THE BOARD FOLLOW UP ACTIONS
Board Clerk to send adopted resolution to affected agencies and Amador LAFCO so the Commission can proceed with processing the application for annexation.
