2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 2913, including amendments thereto and contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.

DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign a renewal agreement  with Regents of the University of California, on behalf of its University of California Davis Extension campus for  training programs specifically designed for County Social Services departments, as well as services being expanded to include training for all agency staff. Approval of Agreement for Services 2913 will enable HHSA to meet specified mandates and will promote and encourage the goals of HHSA’s Strategic Plan. 

 

In accordance with County ordinance 3.13.030, HHSA has determined that it is more economical and feasible to contract out for staff development training than to obtain the facilities, personnel, and equipment necessary to provide such services.

 

DISCUSSION / BACKGROUND

County of El Dorado’s Health and Human Services Agency has contracted with Regents of the University of California, on behalf of its University of California Davis Extension campus for the provision of specialized training for staff since 2004 for training to enhance technical skills, improve the quality of case management, and provide excellence in service delivery.

 

California Department of Social Services Manual of Policies and Procedures Division 14-410 “Staff Development and Training” requires that each county’s Social Services Division file an annual training plan to the State. In accordance with the regulations, the staff training plan must reinforce existing knowledge of the programs, services, and legislation, as well as enable staff to acquire new skills and knowledge as a result of new legislation or new policies.  The Regents of the University of California, on behalf of its University of California Davis Extension campus, has developed Agreement for Services 2913 for the provision of professional trainings for HHSA.

 

The need for specialized training for staff development services in any given fiscal year is difficult to anticipate, making it more feasible to contract out for these services rather than incurring the fixed costs associated with procuring and maintaining facilities and staff on a permanent basis.

 

ALTERNATIVES

Failure to approve Agreement for Services 2913 will result in an inability of HHSA to accomplish State mandates. It also will lead to difficulty in retaining a quality workforce, which ultimately will affect the quality of Social Service program delivery and overall Agency staff development.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no change to the Net County Cost associated with this agenda item. Sufficient appropriations are included in the approved fiscal year 2018-19 budget and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Obtain the Chair’s signature on the two (2) originals of Agreement for Services 2913.

2) Forward one (1) fully executed original Agreement to the Chief Administrative Office Procurement and Contracts Division for further processing.
