DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) is recommending the Board adopt and sign the attached Resolution to authorize the HHSA Director, or designee, authority to continue to execute any future amendments to the Rental Housing Construction Program; State Contract No. 80-RHC-009 dated May 18, 1981.

 

DISCUSSION / BACKGROUND

In 1981, the Board of Supervisors approved Agreement 80-RHC-009 with California Department of Housing and Community Development (DHCD), thereby agreeing to act as the fiscal intermediary between DHCD and Mother Lode Rehabilitation Enterprises, Inc. (M.O.R.E.).  The County receives funding which is then passed through to M.O.R.E., for their housing program.   This Agreement 80-RHC-009 is updated at least annually via amendment; to date, the Agreement has been amended forty (40) times, and HHSA is in receipt of Amendment 41.  

 

On December 7, 1982, the County of El Dorado Board of Supervisors adopted Resolution No. 323-82, authorizing the execution of State Contract No. 80-RHC-009 dated May 18, 1981, approving the participation in the Rental Housing Construction Program and on August 23, 1988, the BOS adopted Resolution No. 287-88, granting signature authority to the Director of the Department of Mental Health.   Under signature authority granted in Resolution 287-88, the County has executed annual amendments to State Contract No. 80-RHC-009, Paragraph 15(e), to revise the amounts approved in the operating budget.

 

The original Resolution 287-88 authorizes the Director of the Department of Mental Health to sign said amendments, and since that time the Mental Health Department has become a division of the Health and Human Services Agency.  Therefore, HHSA is recommending that the Board adopt this Resolution, thereby replacing and superseding Resolution 287-88, which is almost thirty years old, and will update the Agency Name, Division and Director Title.
