DEPARTMENT RECOMMENDATION

Community Development Service (CDS), Department of Transportation, recommending the Board:

1)  Adopt and authorize the Chair to sign Resolution 076-2018 certifying the Addendum to the Final Environmental Impact Report (EIR) (SCH 2016022018) for Western Slope Roadway Capital Improvement Program (CIP) and Traffic Impact Mitigation (TIM) Fee Program for El Dorado County; and

2) Adopt and authorize the Chair to sign Resolution 077-2018 for the 2018 TIM Fee Schedule Update for Scenario 1, including the TIM Fee Zone Map and updated

TIM Fee Nexus Study, which includes increases for zones 1,4,6,7, and 8 with decreases for zones 2,3, and 5 (Please see Attachment J pages 5 - 6 for TIM Fee Schedules - 2018 Update and please see Attachment K page 32 for the difference in total TIM Fees 2017 to 2018).

 

DISCUSSION/BACKGROUND

On December 6, 2016, the Board adopted the Major Update to the TIM Fee Program as required by the General Plan and in compliance with state law.  On December 12, 2017 the Board adopted the Annual Update to the TIM Fee schedule, which was adjusted for project costs and inflation. 

 

The purpose of today’s hearing is for the Board to certify the Addendum to the Final EIR for the Western Slope Roadway CIP and TIM Fee Program, and adopt the necessary documents required for the adoption of the 2018 Minor Technical TIM Fee Program Update and the 2018 TIM Fee Schedule.

 

The 2018 Minor Technical TIM Fee Program Update is necessitated by a change in Level of Service (LOS) methodology.  The TIM Fee Program is one of the funding mechanisms for the CIP projects required as a result of growth. The TIM Fee Program helps fund improvements to the County’s transportation network, which are identified based on existing and future LOS for each facility. General Plan Policy TC-Xd states that the LOS shall be defined using the latest edition of the Highway Capacity Manual (HCM) (Transportation Research Board, National Research Council).  The Sixth Edition of the HCM has been released; therefore the projects in the TIM Fee Program must be re-evaluated. Additionally, this Technical Update considers changes to the TIM Fee Zone map, updated land use assumptions in adjacent jurisdictions, frontage improvements and a new line item for partial funding for safety projects.  See Attachment A for a comprehensive analysis of these items.

 

An extensive background on the CIP and TIM Fee Program was provided as part of the September 22, 2015, December 7, 2015, February 23, 2016, and April 19, 2016 Board study session materials (see Legistar 14-0245, Attachments 9A, 13A, 15A, and 16A). 

 

The purpose of today’s hearing is for the Board to approve Items 1 and 2 listed above.

 

ALTERNATIVES

The Board could decide to use Scenario 2 for the 2018 TIM Fee Schedule Update, as discussed in Attachment A.

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no change to Net County Cost associated with this agenda item.  Funding for the TIM Fee Update is included in the adopted Fiscal Year 2017/18 budget and is provided by the TIM Fee Program.   The TIM Fee Program Update establishes County priorities for available funding and ensures that new development pays their relative costs of necessary infrastructure.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1)  Clerk of the Board to obtain the Chair’s signature on the two above referenced Resolutions; and

2)  Clerk of the Board to provide copies of the signed Resolutions to the Department of Transportation.

 

STRATEGIC PLAN COMPONENT

The CIP is a vital part of the Infrastructure component of the County Strategic Plan.  Adequate infrastructure is necessary for the Economic Development component and is a requirement of the County General Plan.   Safe roads are a crucial factor in the Public Safety component of the County Strategic Plan.
