DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve and authorize Agreement for Services #3012 with Suicide Prevention Network (SPN) to provide suicide prevention and stigma reduction programs thus ensuring HHSA meets the requirements of the funding source.

Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor for suicide prevention and stigma reduction services.

DISCUSSION / BACKGROUND:
The Mental Health Services Act (MHSA), passed by California voters in November of 2004, imposed a one percent (1%) tax on personal income in excess of $1,000,000, which is distributed to counties contracted with the State through the MHSA Three-Year Expenditure Plan. HHSA’s Three-Year Plan is currently for Fiscal Year (FY) 2017-18 through 2019-20 and has five (5) programs, one (1) being Prevention and Early Intervention (PEI), with Suicide Prevention and Stigma Reduction as a component of PEI. In the FY 2018-19 MHSA Annual Update, HHSA is changing contractors for these services to SPN to expand the provision of services county wide.
