DEPARTMENT RECOMMENDATION
Community Development Services, Environmental Management Department (Environmental Management), recommending the Board receive a presentation from Waste Connections of California, Inc., dba El Dorado Disposal Service (El Dorado Disposal), providing an update regarding the construction of a new Material Recovery Facility (MRF) located at 4100 Throwita Way, Placerville, CA.

DISCUSSION / BACKGROUND
On October 21, 2014 (Item 32), the Board approved a new Franchise Agreement between the County and El Dorado Disposal. The new Franchise Agreement included significant changes compared to the prior Franchise Agreement, such as the addition of contractor-provided carts for all residential collection services in certain areas of the unincorporated portion of the County, the implementation of multiple strategies cited in the County’s Solid Waste Management Plan, and the construction of a new modern MRF.

The new Franchise Agreement includes several provisions relevant to the construction of a new MRF including:
1) Section 9, E. “MRF Modernization,” Contractor shall provide for a modernized MRF and Transfer Station;
2) Section 11, A. “Initial Term,” The Initial Term of this Agreement shall be effective when fully executed by all parties and shall expire five (5) years following the effective date of this Agreement.
