BACKGROUND: On March 3, 2009 the Board approved the award of Bid #09-760-074 for the purchase of a 3-Axle Heavy Hauler Tractor to the low qualifed bidder, Riverview International Turcks of West Sacramento, CA. for the Department of Transportation. The purchase was funded partly through the SECAT program, whose purpose is to accelerate the modernization of the existing heavy duty vehicle fleet in the Sacramento Region using newer, lower emitting technology. Matching funding was provided by the Road Fund.

REASON FOR RECOMMENDATION: On April 1 2009 the sales tax rate increased 1%. The California Tire Fee was included in the Bid but not in the original purchase order amount.

FISCAL IMPACT/CHANGE TO NET COUNTY COST: Procurement and Contracts has been advised that Grant Funding from the Sacramento Air Quality Management District's SECAT Program is available within the Department of Transportation's budget, with matching funding coming from the Road Fund (Non-General Fund)...
