Fiscal Impact/Change to Net County Cost:
No change. There is no cost associated with submittal of the County System Improvement Plan.

Reason for Recommendation:
The 2009 El Dorado County System Improvement Plan (SIP) is a three-year plan developed by the El Dorado County Departments of Human Services and Probation, in collaboration with local community partners specified by the California Department of Social Services (CDSS). The System Improvement Plan is a required component of a Child Welfare accountability system developed by CDSS. As mandated by CDSS, the 2009 System Improvement Plan was based on the Peer Quality Case Review (PQCR) conducted in May 2008 and the 2008-2009 County Self Assessment (CSA) approved by the Board on March 10, 2009. The SIP identifies three focus areas in which a need for improvement was identified during the PQCR and CSA process, specifies improvement goals and delineates strategies and action steps that the County will take to improve Child Welfare System outcomes in El Dorado County. The State requires the Board of Supervisors to approve the SIP.

SIP focus areas are: 1) Recurrence of Maltreatment, 2) Reentry Following Reunification and 3) Placement Stability. DHS has already commenced implementation of certain internal strategies, such as improvements to case management procedures that have been identified in the SIP, and remains committed to achieving goals and improving outcomes related to identified focus areas. However, full or even partial implementation of strategies that require availability of significant resources may not be possible due to current fiscal challenges and anticipated reductions in the funding required to maintain current Child Protective Services staffing levels.
