Chief Administrative Officer informing the Board on the El Dorado County Fire Protection District's request for the County to waive all El Dorado County fees associated with the replacement of Fire Station 28 in Shingle Springs.
Body
The El Dorado County Fire Protection District is in the process of replacing fire station 28 on Ponderosa Road in Shingle Springs. They have requested the County waive all fees associated with the replacement of the fire station. The Development Services Department (DSD) has estimated all fees relevant to this project per the attached memo to be $48,304. The following estimated fees are within the CAO's authority to waive under Board Policy B-2:

Fees subject to waiver pursuant to Board Policy B-2, Section 2.c:
Building fee (DSD) $10,241.15
Planning Review of Building Permit (DSD) $ 300.00
Special Use Permit (Actual Cost of S08-20) $ 3,435.00
Encroachment Permit (DOT) $ 273.00
Subtotal $14,249.15
Grading Permit (DOT) $15,050.00
Septic System fee (EMD) $ 839.00
Subtotal $15,889.00
Total: $30,138.15


Per Board of Supervisor’s policy B-2 fees may be waived for building permits, encroachment permits, variances, zone reclassifications, administrative permits or use permits only if the Chief Administrative Officer makes any one of the affirmative findings as specified below:

The Chief Administrative Officer finds that -
a. The levying of the fee in question would result in extreme financial hardship to the requesting entity;
b. The applicant has been delayed due to actions taken by the County;
c. A facility or project proposed by a non-profit corporation or special district will provide a substantial public benefit;
d. There is no actual cost to the County for the expense in question;
e. The project is being carried out by a local public agency and is an emergency project;
f. The project is being carried out by a private agency primarily to address unresolved life threatening and/or fire safety iss...
