DISCUSSION / BACKGROUND
On September 19, 2017, Legistar item 16-0416, the Board accepted the conditional award authorized under Senate Bill 844 Adult Local Criminal Justice Facilities Construction financing program for the Placerville Rehabilitation and Re-Entry Jail Expansion project. Staff have been working with the Board State of Community Corrections (BSCC) towards getting project establishment in order to begin construction.
Staff are recommending that the Board approve the use of the Design-Build construction project delivery method for the Jail Expansion Project. Utilizing a competitive process, the County would contract with a design-build contractor that would perform the complete design of the facility, usually based on a preliminary scope or design (performance specifications). The County and contractor would negotiate a guaranteed maximum price to complete the Project's design and construction work. The design-build team would not only be responsible for construction of the project, but also for design. Since the construction team is working together from the outset, the design-build method offers the opportunity to save time and money through value engineering.
The County is currently building the Public Safety Facility using the Design-Build construction project delivery method with great success.
ALTERNATIVES
The County could look at utilizing a Design-Bid-Build construction project delivery method which could add cost and time to the project and may jeopardize the funding.

FINANCIAL IMPACT
The Design-Build construction project delivery method was included as part of the project budget, and is included in the scope and anticipated costs. The decision to use the Design-Build construction project delivery method should allow for the project to continue on time and within the initial budget established for the project.
