Sheriff’s Office recommending the Board authorize the Chair to:
1) Sign a Letter of Agreement between the Federal Emergency Management Agency’s (FEMA) Emergency Management Institute (EMI) and the County of El Dorado to conduct the Preparing Communities for a Complex Coordinated Attack Integrated Emergency Management Course on April 15-18, 2019; and
2) Approve the Sheriff’s Office of Emergency Services staff moving forward to coordinate and design this training with FEMA EMI for key County elected and appointed officials, executives and departments heads to learn how to enhance the community’s emergency management system.
FUNDING: Instruction will be coordinated with the Sheriff’s Office of Emergency Services and provided by FEMA EMI at no cost to the County.

DISCUSSION / BACKGROUND
The Sheriff’s Office of Emergency Services (OES) has been working with the California State Office of Emergency Services (CAL OES) to submit a letter of request, nomination package, and supporting documentation to FEMA EMI to request a no-cost course that is available annually to agencies who wish to provide their officials and staff with community-specific emergency management training.
The course, Preparing Communities for a Complex Coordinated Attack (CCA), sponsored by FEMA, is a community-specific training initiative designed to improve the ability of local jurisdictions to prepare for, protect against, and respond to complex coordinated attacks and emergencies. The purpose of this course is to provide a no-consequence environment where participants from multiple disciplines can discuss and analyze the local, state, regional and federal capabilities required to respond to an attack involving coordinated assaults against multiple targets. Through briefings, case studies, facilitated discussions, and planning workshops, participants work through a community-specific attack scenario to identify gaps in their current plans as well as mitigation strategies.
Although the topic of the course is terrorism, the training can be applied to any emergency situation.
ALTERNATIVES
The County does have the option of not accepting this current offer from FEMA, and re-submitting a request for another time period. However, due to its benefits to the community, the Sheriff’s Office recommends that this offer not be delayed, but accepted at this time.
OTHER DEPARTMENT / AGENCY INVOLVEMENT
Course participants that are eligible to participate include fire agencies, Health and Human Services, CDS, Sheriff, City Police, and other agencies identified through the course preparation discussions.
