DISCUSSION / BACKGROUND
Regularly scheduled family literacy programs are a fundamental core service at the Library. The libraries are working with partners funded by additional grant sources to provide prevention and early intervention services to families within libraries, and at community schools, and in other locations distant from a library location. First 5 El Dorado provides grant funding to the Library Department for early literacy programs and services for children ages 0-5 through Community Hubs at six libraries in the County. The original Agreement 071-F1711 was approved on June 28, 2016 (Agenda Item 16-0554).

Amendment 1 to Agreement 071-F1711 was approved on on June 20, 2017 (Agenda Item 16-0554, Version 2) to extend the term of the contract and increase the total amount of the contract. This Amendment provided funding for Early Childhood Literacy Specialists to provide family literacy programs at the library and at selected school sites, to train and assist child care providers at Family Child Care sites.

Amendment 2 updates the Scope of Work in addition to improving the forms, reports and surveys used in evaluating and tracking the progress of registered families, with no change to the term of the agreement or to the not-to-exceed amount.
