SO recommends the approval and signing of this MOU to provide reimbursable dispatch services to PPD.

DISCUSSION / BACKGROUND
Government Code 55632 allows local agencies to contract with any other local agency for police protection. PPD required assistance in providing dispatch services during the hours of 1900-0700 due to lack of resources. The agreement was set up for the SO to provide dispatch coverage on an as needed basis at maximum, seven (7) days a week during the hours of 1900-0700 for a term of August 1, 2018 to October 31, 2018. The SO was willing and able to provide these services under the terms and conditions of this MOU.

It was identified by the PPD that due to staffing shortages they had an urgent need to have coverage for Dispatch services for their officers seven (7) days a week during the hours of 1900-0700 where they may not have available staff. The SO and the PPD came up with a solution which was to have an MOU in place where the SO can provide services during the hours of need. Due to the urgent need, once the mutual agreement was established, services began on August 1, 2018. El Dorado County Counsel has reviewed and approved the MOU. The rate that was agreed upon was based on the Sheriff's Office Public Safety Dispatcher II job classification hourly rate at Step 5, at time and a half, plus a 13 % administration fee. During the times that the Placerville Police Department (PPD) channel must be combined with EDSO F2, we charged half. We are expecting to receive an estimated $80,000...
