DISCUSSION / BACKGROUND

Pursuant to California Penal Code Section 4011 and California Code of Regulations Title 15, the County is responsible for the provision of health care for detained adults and children. These services have been provided via contract(s) with CFMG since 2005 when Public Health determined that the provision of medical care to the facilities on both slopes was better provided, and more cost effective, using a vendor who specialized in these services.

This agreement continues to allow CFMG to provide medical services to our inmates/wards. Updates to the agreement include the addition of increased hours for a Licensed Clinical Social Worker or Marriage Family Therapist. Additionally, language was clarified related to the Medi-Cal County Inmate Eligibility Program. A few other minor changes include the definitions and the determination process, and better clarification of notification procedures.

ALTERNATIVES

Disapproval of Agreement for Services 2989 and due to limited staffing that is licensed and trained in correctional medicine, would result in unpredictable future costs for the budget process and the inability to meet standards pursuant to the California Penal Code Section 4011 and California Code of Regulations Title 15

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel, Risk Management, Probation Department, and Sheriff’s Office.

CAO RECOMMENDATION

It is recommended that the Board approve this item.

FINANCIAL IMPACT

Sufficient appropriations were included in each Departments Fiscal Year 2018-19 budgets, and will be included in future year budget requests for the term of the Agreement.

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Obtain signature of Chair on two (2) originals of Agreement for Services #2989.
