DISCUSSION / BACKGROUND
The Placerville Jail was built in 1988 and the EPDM (ethylene propylene diene terpolymer) type roof is part of that original construction. At 30 years old, this roof is at the end of its useful life and the Facilities Division has made several short term repairs over the years to maximize its longevity. At this juncture, it has become more cost effective to replace the roof entirely to prevent any further damage within the facility from leakage.

The Division plans to install a roof of similar construction with an extremely durable synthetic roofing membrane and another 30 years of life, or more, is expected. A replacement of the roof will reduce service calls and the risk of extensive damage should a serious leak occur. The Division requests the Board adopt the bid, specifications, and contract documents for the roof replacement; approve and authorize the Chair to sign the construction bid documents; and authorize advertisement for construction bids (Bid Number:19-968-015).

Upon approval by the Board, the Facilities Division and Procurement and Contracts will finalize the bid schedule, advertise for bids, and return to the Board with a recommendation for award at the conclusion of the bid process.

ALTERNATIVES
Should the Board decline to approve the bid the Division shall continue to perform short-term repairs.
