3) Approve and authorize the Chair to sign an Encroachment Agreement with the El Dorado Irrigation District.

DISCUSSION / BACKGROUND

The Hazel Valley Road at EID Canal Bridge Replacement Project (Project) will replace the existing bridge built in 1940 that is functionally obsolete by today's standards due to its narrow 10 foot width, substandard geometric alignment and barriers, accelerated wood rot issues, seismic analysis, and service life and structure age.

 

The Project consists of construction of a new, simple-span, precast, pre-stressed deck slab bridge over the El Dorado Irrigation District's EID canal; El Dorado Canal including construction of concrete bridge abutments on cast-in-drilled hole piles, concrete wing walls, Midwest guardrail system, concrete retaining walls, drainage systems, grading and paving for new bridge approaches and re-aligned roadway and removing existing bridge.

 

Construction of the Project will require significant work immediately adjacent and over the EID canal.  The water in the EID canal is used for drinking water and for hydroelectric power generation.  Since any damage to the canal that interrupts the flow of water through the canal might cause EID to suffer damages, EID requested an Encroachment Agreement to detail the rights and obligations of each party.

 

Due to federal funding, both California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance are required.  A CEQA Mitigated Negative Declaration was approved by the Board on June 2, 2015 (Item 23).  A Caltrans NEPA Categorical Exclusion Determination was issued on August 4, 2015 and NEPA Re-Validation was issued on March 19, 2018.

 

All required environmental permits and right of way have been acquired for the Project.

 

Department of Transportation (Transportation) received federal funding authorization (E-76) for construction phase activities on April 10, 2018. 

 

As a federally funded Project, the Contract Documents have been federalized and incorporate the current Caltrans Disadvantaged Business Enterprise (DBE) requirements.  The DBE goal is 16%.

 

ALTERNATIVES

1) The Board could choose to not approve the Contract Documents.  Transportation will make any changes requested by the Board and return at a later date.

2) The Board could choose to not authorize advertisement for construction bids.  Transportation will make any changes requested by the Board and return at a later date.

3) The Board could choose to cancel the Project.  However, canceling the Project may include the consequence of reimbursing all federal funding received to date.

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel and Risk Management have reviewed and approved the Plans and Contract Documents.

 

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

The total estimated cost for Project construction is $2,920,000, which includes construction items of work, construction management, inspection, materials testing, and contingencies.

 

There is no financial impact or change to Net County Cost associated with this item.  The Board will not obligate the County with the current requested action.  The obligation will result from the subsequent action of awarding the bid.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on the construction Plans for the Project.

2) The Clerk of the Board will forward the original signed Plan set to Transportation, Headington Engineering, attention John Kahling.

 

TRANSPORTATION FOLLOW UP ACTIONS

Transportation will advertise the Project for bid proposals and return to the Board with recommendations for award at a later date.
