Chief Administrative Office recommending the Board:
1) Find that a public benefit is derived from supporting the Wakamatsu 150th Anniversary Festival, which encourages a sense of community and draws visitors to the County of El Dorado; and
2) Approve and authorize the Chair to sign the attached Funding Agreement with the American River Conservancy, authorizing payment of the $5,000 community funding contribution in support the Wakamatsu Farm 150th Anniversary Festival.

DISCUSSION / BACKGROUND
On October 16, 2018, The American River Conservancy requested $5,000 to support the Wakamatsu Festival, a sesquicentennial four day celebration hosted on June 6-9, 2019. The festival will be held where the first Japanese colonists arrived at the Wakamatsu Tea and Silk Farm, 150 years ago.
At their March 5, 2019 meeting, the Board directed staff to return to the Board with a funding agreement in order to award the funding.
A funding agreement is required in order for the County to process the payment to the American River Conservancy. Approval of the funding agreement also provides the finding that a public benefit is derived from supporting this endeavor, which promotes cultural activities, historical preservation activities, promotional activities which enhance tourism and industry, and local community events which encourage a sense of community to the people of the County of El Dorado.
ALTERNATIVES
The Board could choose not to approve the funding agreement, and no funding would be provided in support of the event.

FINANCIAL IMPACT
The Board of Supervisors allocated $50,000 in the Fiscal Year 2018-19 budget in General Fund - Other Operations (Department 15) to be available for community funding requests supported by the Board. Approval of this item would allocate $5,000 from this amount. There is no additional impact to the General Fund due to the approval of the agreement.
