DISCUSSION / BACKGROUND:

In 2004 California voters passed Proposition 63, the Mental Health Services Act (MHSA). The MHSA imposes a one percent tax on personal income in excess of $1,000,000.  The funds from the tax are distributed to California counties and are intended to transform the Mental Health System into one that is consumer and family driven, is recovery oriented, accessible and culturally competent, and offers services appropriate for the population that is served.

 

On June 20, 2017, (File ID No 17-0551, Agenda Item 33) the Board of Supervisors approved the adoption of the County’s Mental Health Services Act Three-Year Program and Expenditure Plan, covering Fiscal Years (FY) 2017-18 through 2019-20.  Additionally, on June 26, 2018, (File ID No: 18-0874, Agenda Item 47) the Board authorized the implementation of the MHSA FY 2018-19 Annual Update through June 30, 2019.

 

The Latino Outreach program is a highly effective and culturally specific intervention strategy program utilizing the Promotora model, and provides outreach, engagement, and early intervention services.  The program reduces barriers to mental health care access while decreasing the health disparities experienced by the Latino population.  The program is focused on connecting the Latino population with needed services.

 

Having provided Latino Outreach services through Agreement for Services 329-S1411 for the term November 12, 2013 through June 30, 2016 & Agreement for Services 013-S1711 for the term July 1, 2016 through June 30, 2019, this renewal Agreement for Services #3827 with New Morning Youth and Family Services, Inc. will allow for continuity of services provided under the prior agreements.

 

In accordance with Board of Supervisors Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement #3827 with New Morning Youth and Family Services, Inc.

 

ALTERNATIVES:

No viable alternative recommendations are available. Disapproval will result in an inability to meet the Latino Outreach requirements outlined in the MHSA Plan Update and will require HHSA to seek an alternate method for providing Latino Outreach program services.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the Agency’s fiscal year 2019-20 Budget Request, and will be included in future budgets for the term of the Agreement. This Agreement for Services is a renewal of a prior year agreement and continues to be funded with Mental Health Services Act funding as well as Medi-Call reimbursement as appropriate.
