FUNDING:  Local, State and Federal Funding:  90%  2011 State Behavioral Health Realignment, 10% Local Realignment and Substance Abuse Prevention and Treatment Federal Block Grant.

DISCUSSION / BACKGROUND:

The Health and Human Services Agency (HHSA) contracts with the California Department of Health Care Services (DHCS) in Agreement 282-F1811 (DHCS #17-94126) to provide Substance Use Disorder treatment services mandated through the Substance Abuse Prevention and Treatment (SAPT) Federal block grant.  HHSA accomplishes its obligation by contracting with multiple entities, one of which is Community Recovery Resources (CoRR).  Through Agreement for Services 2722 (File ID:  18-0359, Agenda No. 14).  CoRR provides inpatient detoxification, residential alcohol and drug treatment services, counseling services, and substance abuse testing on an “as requested” basis for clients referred by HHSA.  CoRR continues to provide successful services to support individuals and families. 

 

HHSA is in receipt of DHCS’ Drug Medi-Cal Organized Delivery System (DMC-ODS) Agreement (18-95146) which will implement a new system of substance use disorder treatment services.  Upon execution of that agreement, new agreements with HHSA’s substance use disorder treatment service contractors will need to be developed to outline the new roles and responsibilities defined in the DMC-ODS Agreement.  Therefore, HHSA recommends extending its agreement with CoRR in order to prevent a lapse in said services until a new agreement, defining the new roles and responsibilities, can be executed.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement 2722 Amendment 1 with CoRR.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would continue to provide services through existing contracts, however; HHSA will be severely limited in its ability to serve existing and future clients.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

This Amendment 1 to Agreement for Services 2722 is an extension of an existing agreement and continues to be funded with multiple local, State and Federal funds.  There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2018-19 budget, and will be included in future budgets for the term of the Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendments 1 to Agreements for Services 2722.
