DISCUSSION / BACKGROUND:

On May 21, 2019, (File ID 19-0725) The Board accepted the 2019 Community Services Block Grant (CSBG) discretionary funds Grant Agreement #19F-4411 from the State Department of Community Services and Development (CSD).  CSD indicated that discretionary funds may be used to support targeted initiatives intended to support new poverty reduction programs, the expansion or enhancement of direct service programs and/or capacity building

 

This contract for direct services will be funded by the available $30,000 in CSBG Discretionary dollars.  As CSBG dollars are intended to target services and activities which support addressing employment, housing, nutrition, emergency, and other types of human services for low-income populations, Tahoe Coalition for the Homeless is uniquely qualified to utilize these funds strategically within their implementation of El Dorado CoC's Coordinated Entry System (CES).  As Tahoe Coalition for the Homeless was selected as the Coordinated Entry provider to legally offer CoC intake services on behalf of the El Dorado Opportunity Knocks Continuum of Care, they are uniquely qualified for this funding and County staff cannot perform the service. 

 

Tahoe Coalition for the Homeless, through use of the CES will identify individuals in need and will utilize these funds to expand their ability to provide Homeless Prevention Services for those identified as at-risk of facing homelessness through portable rent supplements and support services to help them access rental housing in the private (non-subsidized) housing market.  They will also provide Homeless Diversion services which are used with people seeking homeless shelter or housing programs by helping them identify immediate alternate housing arrangements unique to them and, if necessary, connecting them with services and financial assistance to help them return to or obtain permanent housing.  Diversion programs can reduce the number of individuals remaining homeless through connecting them with housing opportunities unique to the individual, thereby reducing the demand for shelter beds and the size of program wait lists.  This allows waitlists and shelter demand to remain for only those that have no other options available to them.

 

On April 22, 2019, HHSA received and began processing the funding agreement in the amount of $30,000 from California Department of Community Services and Development (#19F-4411 to be effective June 1, 2019) whereupon staff immediately began drafting the attached funding agreement in order to utilize the discretionary funds to provide direct services as soon as possible.

 

This funding Agreement, being a Subcontract of Agreement #19F-4411, requires Board approval and assurance that the subcontractor agreement shall comply with all terms, conditions, assurances, and certifications of the Grant Agreement (Article 4 part 13).

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would need to identify alternative services to fund with Grant Agreement 19F-4411 funds.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2019-20 budget, and will be included in future budgets for the term of the Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) original funding Agreements  3964.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
