DISCUSSION / BACKGROUND

California Code of Regulations Title 15, Division 1, Chapter 1, Article 3, Section 1320(a) requires the appointment of a Superintendent to manage the operations of each juvenile detention institution.

 

Prior to the closure of the Placerville Juvenile Hall, the Probation Department utilized a Deputy Chief Probation Officer as Superintendent of the two institutions, and two (2) Assistant Superintendents as mid-managers who were responsible for daily operations of each juvenile detention facility.  With the closure of the Placerville Juvenile Detention facility, the dual level management structure is no longer required for efficient management of custodial operations.  The creation of the Superintendent classification is now recommended to create a seamless provision of management oversight of the single institution.  Superintendent is a management level classification that will direct the day to day operations of the South Lake Tahoe Juvenile Detention Facility and report directly to the Chief Probation Officer. However, this item only creates the classification. The Probation Department may then utilize that classification in the future to ensure efficient managment of the single facility.  In concept, should the Superintendent position be allocated and filled, the existing Deputy Chief position would be eliminated in that institutions organizational structure.

 

ALTERNATIVES

The Board could choose not to adopt the new classification and direct Human Resources to make revisions or conduct additional analysis.

 

PRIOR BOARD ACTION

The Reduction in Force (RIF) and closure of the Juvenile Hall located in Placerville, effective June 30, 2019, was approved by the Board on April 30, 2019, Resolution 064-2019, Legistar item 19-0622.
