Fiscal Impact/Change to Net County Cost:  The recommended action will provide the offset to funding removed from the Department proposed budget.
 
Background:  As a result of declining revenues and the uncertainty of receiving State mandated reimbursements, the County continues to face serious economic hardships, necessitating reductions in expenditures.  A mandatory temporary layoff will achieve savings through a reduction in employees' hours worked.
 
Reason for Recommendation:  The FY2009-10 budget was constructed to include a 10 day Mandatory Temporary Layoff countywide.  During budget workshop discussions, the decision was made to allow each department head to determine the most appropriate way to achieve the "value" of the implemented reduction within their respective departments.  At this time, the Director of Information Technologies has determined that the best way to achieve the value of $121,199 is to direct employees within the department to take 10 days of Mandatory Temporary Layoff.
 
Human Resources is working with the Information Technologies Department to meet and confer with the affected bargaining groups regarding this program.
 
Action to be taken following Board approval:  Forward a copy of the signed resolution to Human Resources and Information Technologies for implementation.
