REASON FOR RECOMMENDATION: At the request of the Department of Transportation, the Procurement and Contracts division issued an Invitation to Bid for 3/8" X No. 6 Crushed Aggregate Chips. The crushed aggregate chips are used for chip seal program for road maintenance on the West Slope of El Dorado County. Sixteen (16) invitations to bid were mailed, four (4) to local vendors; one qualified response was received, none from local vendors.

Board of Supervisors Policy C-17 provides for a 10 day period in which bidders may file protests of proposed awards. This 10-day period will end on July 7, 2009. Rather than wait until the next Board meeting on July 21st, it is recommended that the Board authorize the Purchasing Agent to make award upon conclusion of the protest period and report back to the Board during CAO Notes on July 21st. The alternative would be for the Department of Transportation to postpone any work requiring this material for two weeks.
