DISCUSSION / BACKGROUND:

In accordance with Resolution 221-2018, adopted and approved by the Board of Supervisors on October 16, 2018 (File ID: 18-1522), the Health and Human Services Agency, designated as the Administrative Entity on behalf of the El Dorado County Opportunity Knocks Continuum of Care (COC), responded to the California Department of Housing and Community Development (CDHCD) Notice of Funding Availability (NOFA) for the California Emergency Solutions and Housing (CESH) Program issued August 15, 2018.  The application resulted in the award to the County of Grant #18-CESH-12458, in the amount of $474,717.  Standard Agreement #18-CESH-12458 was fully executed on August 5, 2019 and received by Health and Human Services Agency (HHSA) on September 6, 2019.

 

This Agreement #4212 will fulfill one of the three components of the County’s application in which we committed to obtain systems support for activities necessary to maintain a comprehensive homeless services and housing delivery system, including Coordinated Entry System (CES), Homeless Management Information System (HMIS) reporting, and planning activities. 

 

As U.S. Department of Housing and Urban Development (HUD) CoCs are required to operate Coordinated Entry Systems to maintain federal compliance, Tahoe Coalition for the Homeless is needed to act on behalf of the CoC as its Lead Coordinated Entry Provider.

 

This agreement will be funded by the available CESH funds which are intended to target services and activities related to Coordinated Entry.  Tahoe Coalition for the Homeless will utilize these funds strategically within their implementation of El Dorado CoC's Coordinated Entry System (CES) to fulfill all requirements of the HUD approved CES.

 

As Tahoe Coalition for the Homeless was selected by the El Dorado Opportunity Knocks Continuum of Care to offer CoC intake services, they are uniquely qualified for this funding and County staff cannot perform the service. 

 

ALTERNATIVES:

Since Tahoe Coalition for the Homeless has been identified as the Coordinated Entry System entity by the CoC, should the Board decline to approve this agreement, the County would be out of compliance with the NOFA application terms and conditions, thereby placing the funding at risk.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2019-20 budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Funding Agreements  #4212.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
