DISCUSSION/BACKGROUND
On March 3, 2017, the Board authorized the Health and Human Services Agency, Public Health Division to create a Parklet in the City of Placerville as part of the “Healthy Living Parklet Design Competition” with Legistar item 16-1204. The Parklet was constructed at a cost of $10,000, using funds awarded by the Health Officer’s Association of California along with donations of time and materials from individuals and businesses in the community. It was installed in Placerville on March 18, 2019 as a demonstration project with the intention of removing it after October 2019.
The future of the Parklet was intentionally left open, to be determined after the end of the demonstration period. The Health and Human Services Agency, Public Health Division has determined that the Parklet is no longer needed for department use and that its installation was a benefit to the Main Street Placerville community and visitors, and is requesting to donate it, along with all attached elements (e.g., solar panels, planter, art), as a surplus item to the City of Placerville. The City of Placerville intends that the Parklet will be used in a manner that is beneficial to the public good.
Were the donation not to occur, the Health and Human Services Agency would be required to transport and store the Parklet during this and future winter seasons for the remainder of its useful life. Donation to the City of Placerville will enable continued use of the Parklet without the need for additional contract negotiations between the City and County.
