DISCUSSION / BACKGROUND

With the Sheriff's Office Public Safety Facility at completion areas that require addtional attention have been brought forth.  Many of these concerns have been alleviated in terms of supplies or convenience, but following recent events the need for interview equipment in the Investigation Unit's Interrogation Rooms has been become pivotal from an operations standpoint.  This equipment is imperative in utilizing the Interrogation Rooms to their full potential.

 

The Sheriff’s Office on-site morgue is opened to the public on January 1, 2020.  In order for the morgue to best suit the public services are needed from outside sources.  Including consultation and transportation.  Additionally, equipment that was originally budgeted as services and supplies surpasses the threshold for fixed assets and needs to be added to be added to the Sheriff’s Office Fixed Asset List.

 

Equipment

The Interrogation Rooms utilized by the Investigations Unit are in need of recording equipment to gather information for various cases.  The Sheriff’s Office original budget included $46,000 of Special Revenue Funds, but in total this project is anticipated to cost $68,000.  The Sheriff’s Office is requesting the Board approve the additional $22,000 in order to complete this project.

 

Upon further research, in order to operate the morgue to its full potential equipment that surpasses the fixed asset threshold will need to be purchased.  The cost of equipment associated in the morgue was originally listed in the 40 character portion of the Sheriff’s Office Fiscal Year 2019 - 2020 Budget.  Therefore, these funds simply need to be transferred and the appropriate items need to be added to the Fixed Asset List.

 

Transportation Services

Although, the Sheriff’s Office has an open morgue there is not a feasible means of bringing a decedent from the place of death to the morgue.  Therefore, the Sheriff’s Office is requesting the Board approve an agreement with Green Valley Mortuary, Ltd, for transportation services retroactively from January 1, 2020 through December 31, 2023 for a not exceed amount of $150,000.  The use of an outside transportation service on an as needed basis would provide for Sheriff's Office staff to focus on other aspects of tasks related to the morgue leading to cost savings in the future.

 

Forensic Autopsy Services

Sacramento County Coroner will be performing non-routine autopsies for the El Dorado County Sheriff's Office for cases referred on an as needed basis.  Contractor agrees to furnish personnel and services needed to perform forensic autopsies, examination of tissue, review of toxicological reports and any other support on an as needed basis retroactively from January 1, 2020 through June 30, 2023 for a not to exceed amount of $225,000.00.  This agreement was approved by Sacramento County’s Board of Supervisors on December 17, 2019; the Sheriff’s Office was awaiting this approval causing the delay in bringing it to Board. 

 

ALTERNATIVES

Not approving this Board Item would diminish the quality of services provided to the residents of El Dorado County.
