Fiscal Impact/Change to Net County Cost:  No change.  The Agreement is 100% funded by the Kinship Supportive Services Program allocation that the County receives each year from the California Department of Social Services with no County match requirement.  $162,000 was allocated and budgeted for FY 2007-08, $162,000 was allocated and budgeted for FY 2008-09 and $162,000 is included in the FY 2009-10 County Budget Request based on the expected allocation.
 
Background: The Kinship Support Services Program (KSSP) was authorized by California Assembly Bill 1193 (Chapter 794, Statutes of 1997) and set forth in Welfare and Institutions Code §16605.  KSSP provides funds for the start-up and expansion of county-based family support programs available for relative and non-relative extended family members caring for children who would otherwise enter foster homes or are at risk of needing dependency or delinquency services.  
 
The Department of Human Services (DHS) submitted a proposal to the California Department of Social Services (CDSS) for a start-up KSSP on August 27, 2007, which resulted in A Notice of Intent to Award Funds letter issued to El Dorado County dated September 12, 2007.  A Notice of Final Allocations letter dated October 24, 2007 advised that DHS could begin to claim against its KSSP allocation.  On November 27, 2007, the Board awarded Request for Proposal 08-918-020 to Lilliput Children's Services (Lilliput), the sole responder for provision of KSSP services, and authorized the Chair to execute, upon County Counsel and Risk Management review and approval, an Agreement with Lilliput in the amount of $162,000 for the provision of KSSP services during a seven-month term commencing November 10, 2007 and ending June 30, 2008 to coincide with the availability of State funding for the program.  The Board executed Agreement 542-S0811 with Lilliput for the provision of KSSP services on January 15, 2008.  Amendment I was executed by the Board on July 22, 2008, in anticipation of additional CDSS funding in the amount of $135,000 being awarded to El Dorado County upon formal approval of the State's FY 2008-09 budget for continuation of KSSP services and to extend the Agreement's termination date to June 30, 2009 to coincide with the FY 2008-09 funding cycle.  Amendment II, executed by the Board on December 9, 2008, reflected CDSS's actual FY 08-09 KSSP allocation, increasing the FY 08-09 compensation by $27,000 for a maximum not-to-exceed total of $324,000 during the period November 10, 2007 through June 30, 2009.
 
Reason for Recommendation:  The primary purpose of the Kinship Support Services Program is to help kinship caregivers understand and access services available to children living with relatives other than their own parents, thereby reducing the number of children entering the traditional foster care system, with the ultimate goal of strengthening families while providing a safe, stable and nurturing environment for the children in their care.  Lilliput Children's Services is making significant progress in this area and assists DHS by gathering and compiling useful statistical data related to KSSP services, which is used by DHS in reports submitted to CDSS in accordance with established guidelines and requirements.
 
El Dorado County is one of eleven State-approved KSSP provider counties that receive annual grants from CDSS for the continuation of existing KSSP services.  DHS expects funding in the amount of $162,000 for FY 09-10.  Amendment III to Agreement 542-S0811 has been developed in anticipation of this additional funding and extends the termination date of Agreement 542-S0811 to June 30, 2010.  No other changes have been made.
 
Note:  The agreement includes the County's standard "fiscal out" termination clause, as well as a provision for the County to terminate the agreement in seven (7) calendar days upon written notice.
 
The Purchasing Agent has reviewed the Department's request to process an amendment to an agreement with Lilliput Children's Services and concurs that a competitive selection process occurred and that the selection process has not expired.  Outside review occurred under that competitive selection process.  The outside reviewer concurs that the vendor is qualified and able to perform the services.  
 
Action to be taken following Board approval:
1)  Chairman to sign two originals of Amendment III to Agreement 542-S0811
2)  Board Clerk's Office to return one original Agreement to Human Services at Briw Road
3)  Department to distribute as appropriate.
