Title

Department of Transportation recommending the Board adopt and authorize the Chair to sign Resolution 010-2020 amending a parking restriction on Brittany Way.

DISCUSSION / BACKGROUND

Department of Transportation, Maintenance and Operations Division (Transportation) conducted multiple site visits the week of March 11, 2019. The site visits were initiated due to a request from Rescue Union School District who proposed extending the "No Stopping Any Time" zone on the east and north side of Brittany Way to facilitate traffic flow. During the site visits staff observed numerous vehicles parked along Brittany Way which did impede traffic flow at the entrance to Lakeview Elementary School and interfered with buses making a left turn from the bus drop-off area. An additional site visit was conducted by the Traffic Superintendent and an Officer with California Highway Patrol to observe the traffic conditions. Both individuals recommended the red curb be extended on Brittany Way to facilitate traffic flow and increase safety for school buses making a left turn.

 

California Vehicle Code (CVC), Section 22505 (along with CVC 22507), allows local authorities to establish Stopping, Standing, or Parking Restrictions on County Roadways. From the field review and observations, Transportation recommended extending the existing "No Stopping Any Time" Zone on the east side of Brittany Way an additional one hundred and two (102) feet north for public safety. This recommendation would amend the current parking restriction under Resolution 323-2006.

 

The following recommendation was approved by the West Slope Traffic Advisory Committee at a meeting held on December 5, 2019:

 

DELETE:

(ea) "NO STOPPING ANY TIME" along the east side of Brittany Way (No. 2709) beginning at Suffolk Way (No. 1109) and continuing north for a distance of 180 feet, and along the west side of Brittany Way (No. 2709) beginning at Suffolk Way (No. 1139) and continuing north for a distance of 75 feet."

 

ADD:

(ef) "NO STOPPING ANY TIME" along the east side of Brittany Way (No. 2709) beginning at Suffolk Way (No. 1109) and continuing north for a distance of 282 feet, and along the west side of Brittany Way (No. 2709) beginning at Suffolk Way (No. 1139) and continuing north for a distance of 75 feet."

 

ALTERNATIVES

The Board may choose to not agree with the West Slope Traffic Advisory Committees decision and leave the existing parking restrictions in place.

FINANCIAL IMPACT

Installation of necessary signage and application of paint to the existing curb is estimated at $8,000.00. Funding to complete the work is included in the FY 2019-20 adopted budget.
