Health and Human Services Agency recommending the Board:

1) Approve and authorize the Chair to sign revenue-generating Memorandum of Understanding (MOU) 4364 with County of Alpine Health and Human Services Agency, for the provision of limited programmatic and administrative support services for the existing Child Welfare Services (CWS) Content Management System (CMS) legacy database and CWS California Automated Response and Engagement System program implementation, state interactions, and technical support functions, for the term of 3 years from execution, with an estimated annual amount of $25,000, based on actual hours and current staff rates; and

DISCUSSION / BACKGROUND:

Effective fiscal year 2019-20, counties are transitioning from the legacy State database Child Welfare System (CWS) Content Management System (CMS) to the California Automated Response and Engagement System (CARES), and are receiving some funding from the State for the cost of transitioning to said system.  Since Alpine County has neither the staff nor subject matter experts available to implement CARES, under this MOU #4364, El Dorado Health and Human Services Agency (HHSA) will provide limited programmatic and administrative support services for the existing CWS/CMS legacy database and CWS California Automated Response and Engagement System (CARES) program implementation, state interactions, and technical support functions to the County of Alpine HHSA.

 

County of El Dorado HHSA has competent and experienced staff, and is able to perform the services requested by the County of Alpine. County of El Dorado HHSA will invoice Alpine HHSA quarterly and will be reimbursed at an agreed upon fully burdened rate based on the job classification. This is a three year MOU with an anticipated annual amount of $25,000 but may be adjusted by the percentage of change to the County of El Dorado published salary schedule.

 

Under this MOU #4364, the Board of Supervisors is authorizing El Dorado HHSA to enter into this agreement with the County of Alpine HHSA and to accept reimbursement from said agency.

 

ALTERNATIVES:

In the event Board declines to approve this MOU, Alpine County would need to identify another source for knowledgeable support.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this revenue agreement.

2) Forward one (1) fully executed document to HHSA-Contracts Unit, 3057 Briw Road, Placerville for further processing.
