DISCUSSION / BACKGROUND:
In accordance with Government Code Section 27430, the County of El Dorado Board of Supervisors created the Office of Public Guardian through County Ordinance 2.12.050, and delegated authority to the Director of the Health and Human Services Agency (HHSA) to appoint the Public Guardian.
On January 28, 2020, the Board approved the deletion of one full time equivalent Assistant Director of Health Services allocation (File ID: 20-0080; Agenda Item 16), effective March 13, 2020.
At this time, the appointed Public Guardian is also the Assistant Director of Health Services. To allow sufficient time for HHSA to review and assess organizational structure, the Director of HHSA is recommending that the Board appoint the Director as Public Guardian in the interim.
Following further review and assessment, HHSA will inform the Board when the Director of Health and Human Services Agency appoints a new Public Guardian, in accordance with County Ordinance 2.12.050.
ALTERNATIVES:
The Board could decline to appoint the Director of HHSA to act as the Public Guardian, in which case the Director would need to identify an alternate staff to appoint.
