DISCUSSION / BACKGROUND

HHSA and the Board of Supervisors wish to acknowledge the important and valuable contributions that our community partners have made in support of combating homelessness in the County of El Dorado.  In addition to the hours of collaboration regarding this challenging situation, in Fiscal Year (FY) 2018-19 the County received contributions of $10,000 each from Barton Healthcare System, City of Placerville, and Marshall Medical Center to support the County’s Strategic Plan for Healthy Communities: “To Implement solutions to address and reduce homelessness in El Dorado County.” 

 

In FY 2019-20 the County has executed agreements for sponsorship in the amount of $10,000 with Marshall Medical Center and The City of South Lake Tahoe, and now we have this MOU with Barton Healthcare System to contribute an additional $10,000 towards the support of the provision of strategic and practical technical assistance to the El Dorado Opportunity Knocks Continuum of Care(CoC) relating to the Coordinated Entry System for Homeless Services.  These financial contributions by our community partners are an example of the cohesive and collaborative relationships within the County.

 

HHSA is recommending the Board approve the attached MOU AMS-359, a Sponsor Agreement by and between the County of El Dorado and Barton Healthcare System, to contribute $10,000 towards current Agreement #4106 with The Center for Common Concerns, Inc. (HomeBase.) for the provision of strategic and technical assistance to the community collaboration known as El Dorado Opportunity Knocks Continuum of Care (EDOK)

 

ALTERNATIVES

Should the Board decline to approve the MOU AMS-359 Barton Healthcare System, sponsoring HomeBase, Barton would not partner with the County to support the homeless efforts.

FINANCIAL IMPACT

Sponsor Agreements are intended to encourage support and participation from the community partners in the homeless program.  The contribution by these sponsors also helps to defray some of the cost of the homeless programs and services.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Upon Board approval, Clerk of the Board to obtain signature of Chair on two (2) original MOU AMS-359.

2) Clerk of the Board to return one (1) fully executed MOU to the HHSA Contracts Unit at 3057 Briw Road.

 

STRATEGIC PLAN COMPONENT

1) Good Governance - Promote the development of resources to identify and pursue additional revenue including local, state, federal and private funding for new and existing projects.

2) Healthy Communities - Goal: Implement solutions to address and reduce homelessness in El Dorado County.
