DISCUSSION / BACKGROUND
The District Attorney's Office is currently in the second year of the California Governor’s Office of Emergency Services (CalOES) Violence Against Women Vertical Prosecution (VV) grant program. The purpose of this program is to vertically prosecute violent crimes against women. Applicants of this grant are required to complete a Certification of Assurance of Compliance, which includes details regarding federal grant funds, Equal Employment Opportunity, Drug Free Workplace Compliance, California Environmental Quality Act, Lobbying, Debarment, and Suspension requirements, Proof of Authority from City Council/Governing Board, Civil Rights Compliance, and the special conditions for Subaward with the Violence Against Women Act (VAWA) fund.

To comply with 2019 Federal Grant Guidelines and Regulations, CalOES has recently updated the Certification of Assurance of Compliance form 2-104g. All recipients of grant funding have been requested to complete, sign, and submit an updated Certification to CalOES.

ALTERNATIVES
Should the Board decline to sign the revised Certification of Assurance of Compliance, the County would be ineligible to receive federal funding for the Violence Against Women Vertical Prosecution grant program.

PRIOR BOARD ACTION
The original certification form was submitted as part of the grant RFA process last April and was signed by the Board of Supervisors when the RFA was presented to the Board on Legistar item 19-0836.
