Health and Human Services Agency recommending the Board:

1) Adopt and authorize the Chair to sign Resolution 056-2020 authorizing the Director of the Health and Human Services Agency to apply for and accept the California Department of Housing and Community Development’s Housing Navigators Allocation Award; and

2) Authorize the Director of the Health and Human Agency to act on behalf of the County in connection with the Housing Navigators Allocation Award, and to execute and deliver all documents required.

 

FUNDING:   State Funding:  100% California Department of House and Community Development.

DISCUSSION / BACKGROUND:

Pursuant to Item 2240-103-0001 of Section 2 of the Budget Act of 2019, as amended by Section 16 of Chapter 363 of the Statutes of 2019 (SB 109), the Department of Housing and Community Development (HCD) shall allocate $5 million in funding to counties for the support of housing navigators to help young adults aged 18 years and up to 21 years secure and maintain housing, with priority given to young adults in the foster care system.  The county may use the funding to provide housing navigation services directly or through a contract with other housing assistance programs in the county.  It is encouraged that the county coordinate with the local Continuum of Care to foster communication and collaboration.

 

On February 7, 2020 the Health and Human Services Agency (HHSA) was offered the opportunity to accept the funding for HCD’s Housing Navigators Program (HNP) as described above.  The HNP Allocation Acceptance form is due to HCD on March 31, 2020.  This Resolution will authorize the Director of HHSA to accept the funding.

 

The allocation methodology considers each county’s percentage of the total statewide weighted average of youth in Foster Care, and homeless unaccompanied young adults.  Estimated allocation for Housing is anticipated to be $32,000 and Navigator Caseload allocation is $26,855.  Final amounts will be determined by the State.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA will not have the funding for housing navigators to help secure and maintain housing for young adults in the foster care system aged 18 years and up to 21 years of age.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

Upon notification of final allocation amounts, a budget transfer request will be prepared, if needed.  Sufficient revenue and appropriations were included in the Fiscal Year 2020-21 budget.

1) Clerk of the Board to obtain signature of Chair on two (2) original Resolutions.

2) Clerk of the Board to return one (1) certified Resolution and one (1) Certified Minute Order to HHSA Contracts Unit at 3057 Briw Road.
