Title

Sheriff's Office recommending the Board approve and authorize the Chair to sign Agreement 2002 with Partners for a Safer America for the term May 11, 2020 through May 10, 2023, which will allow the Contractor to install and maintain service boards on the premises that provide information regarding Bail Bond companies for inmates and other individuals on the Sheriff's Detention Facility premises.

DISCUSSION / BACKGROUND

The Sheriff's Office is recommending that the Board approve this contract for the continuation of Partners for a Safer America maintaining the billboards at the County Jails.  The SO has been using Partners for a Safer America since May 18, 2004 for the installation and maintenance of advertisement boards at the South Lake Tahoe and Placerville Jails for Bail Bond companies only. This Agreement allows for the Sheriff’s Office to collect seventy-five percent (75%) of the revenue from the Bail Bond companies who pay to advertise on these boards.  Having the Bail Bond company information on the billboards in the Jail assists the EDSO Custody Division with avoiding complaints and litigation.

 

The current contract with Partners for a Safer America will expire on May 10, 2020. This new contract will have a term of May 11, 2020 to May 10, 2023 and will allow the SO to collect a percentage of the revenue received from the bill boards at the Jails dependent upon the outcome of the referendum during the November 2020 election.

 

ALTERNATIVES

Not renewing this contract would result in a loss of revenues, and a loss of information available to the inmates.

County Counsel and Risk Management have reviewed and approved this agreement.

 

CAO RECOMMENDATION / COMMENTS

Approve as recommended, noting that the agreement may be terminated by the County if Senate Bill 10, which would replace the cash bail system in California with a risk assessment process, is upheld in the November election.

 

FINANCIAL IMPACT

No Net County Cost. The SO receives approximately $75,000 in revenue from Partners for a Safer America which is used to offset budgeted operational costs of the Placerville and South Lake Tahoe jails.
