DISCUSSION / BACKGROUND

In May 2017, the Sheriff’s Records Unit began utilizing Permitium, an online based database, for their Concealed Carry Weapons Permits.  The online system allows applicants to apply for new permits, modify existing permits, and renew expired permits.  It also allows staff the ability to review, approve, and print the permits for the applicants.

 

The Sheriff’s Office originally signed a three (3) year contract that expired on May 2, 2020.  During that time, the Sheriff’s Office and the public have gained efficiencies through the electronic application that were not available when the Sheriff’s Office was utilizing paper applications.  Given the benefits of using Permitium for the last three (3) years, the Sheriff’s Office is looking to enter another three (3) year agreement after which time the agreement will become perpetual and the Sheriff’s Office will bring it to Board annually for approval.

 

The annual cost for use of Permitium is based on the number transactions processed through the system.  Each transaction, whether it be for a new application, a renewal, or a modification will cost $3.00.  On average, the Sheriff’s Office is anticipating 3,000 - 4,000 transactions for an annual cost of $9,000 - $12,000, which is fully offset by the Concealed Carry Weapon Permit fees. 

 

Since Board Policy C-17 requires departments to obtain authorization from the Board of Supervisors to utilize any contract that does not have a stated contract term on an annual basis, the Sheriff’s Office is requesting that this contract with Permitium, LLC., become a perpetual contract which will be brought back annually after the end of the contract term for authorization to renew and increase compensation as needed.

 

ALTERNATIVES

If the Board does not approve this item, the Sheriff's Office will not have access to applications currently stored in Permitium and applications would no longer be processed electronically.

FINANCIAL IMPACT

No Change to Net County Cost. The expenses are budgeted in the Sheriff’s annual operating budget and are fully offset by fee revenue.
