DISCUSSION / BACKGROUND:

On October 8, 2019, the Board of Supervisors approved and authorized the Chair to sign Agreement 4212 with Tahoe Coalition for the Homeless to provide a Coordinated Entry Services (CES) program for homeless individuals.  The CES program was for the term upon execution through September 30, 2020, with a maximum obligation of $121,947 and were fully funded by the CESH-2018 grant.

 

Thereafter it was determined that the CES program was also needed on the West Slope and Amendment 1 was developed and in process to expand CES to the West Slope by co-locating TCH staff at the HHSA Briw Road offices using CESH-2018 and CESH-2019 funding.

 

Effective April 7, 2020, the County and Continuum of Care (CoC) received a COVID-19 grant allocation consisting of two parts: $109,908.68 (County allocation) and $119,462.49 (CoC allocation), to be used specifically to support the placement of homeless in hotels to ensure social distancing (later became named Project Roomkey by the State).

 

On April 2, 2020, the Board adopted and authorized the Chair to sign Resolution 062-2020, thereby delegating authority to the Chief Administrative Officer to execute contracts specific to the COVID-19 effort, to ensure efficient execution of those specified agreements to maximize the time funding would be available.

 

On April  24, 2020, in accordance with Resolution 062-2020, the Chief Administrative Officer executed Amendment 1 to Agreement 4212 with Tahoe Coalition for the Homeless to ensure maximum time of availability for funding to the Project Roomkey effort.  Because Coordinated Entry Services are fundamental to the placement of individuals in rooms via Project Roomkey, as well as supportive services to maintain the program, it was deemed appropriate to request the CAO to execute Amendment 1.  However, because CESH-2018 and CESH-2019 funding is included in Amendment 1, and the term of the CES program extends past the time COVID-19 funding will be available, the Board is being requested to ratify the CAO signature.  The effect of Amendment 1 to Agreement 4212 includes:  1) Term changes from October 8, 2020 2019 through September 30, 2020, to October 8, 2020 2019 through March 31, 2024; 2) CES funding increases from $121,947 to $439,342.75, with the addition of COVID-19 specific funding of $119,462.49 for a total maximum obligation of $558,805.24.

 

ALTERNATIVES:

The Board of Supervisors could decline to ratify the CAO execution of Amendment 1 to Agreement 4212, thereby removing the funding for COVID-19 supportive services and the extension of Coordinated Entry Services to the West Slope of the County.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Board item.  All funding in the Agreement 4212 is through grant funding, including CESH-2018, CESH-2019 and COVID-19.
