Title

Health and Human Services Agency recommending the Board:

1) Authorize the submission of a grant application to the County Medical Services Program for the COVID-19 Emergency Response Grant (CERG) in the estimated amount of $521,873 and an anticipated term of 12 months following a fully executed funding agreement;

2) Authorize the Chief Administrative Officer to execute the “Cover Sheet” for the grant, thereby attesting to and certifying as required by the grant;

3) Delegate authority to the Director of Health and Human Services Agency to accept the funding, if awarded, and execute any funding agreement contingent on County Counsel and Risk Management approval;

4) Authorize the Director of Health and Human Services Agency, Chief Fiscal Officer, or designee, to submit any administrative reports, fiscal reports, and/or amendments to the funding agreement that do not change the funding amount; and

5) Approve and authorize the Chair to sign a Budget Transfer form, specific to the CERG funding, thereby increasing the State Revenue and Appropriations by $521,873. (4/5 vote required)

 

FUNDING:   State funding administered by the County Medical Services Program in the anticipated amount of $521,873 with no matching funds required.

DISCUSSION / BACKGROUND:

On April 3, 2020, the County Medical Services Program (CMSP) released a Request for Applications (RFA), seeking to support CMSP Counties in responding to the COVID-19 pandemic emergency. The RFA specifies an allocation of $521,873 is available for El Dorado County.

 

Funding made available through this RFA can be used for the purchase of personal protective equipment (PPE), quarantine related costs for uninsured and underinsured populations, personnel costs related to the emergency response effort, subaward agreements to nonprofit community-based organizations responding to the emergency, as well as public outreach and information specific to the emergency.

 

The Health and Human Services Agency (HHSA) currently receives and administers multiple grants from CMSP, and intends to pursue this available funding to support the COVID-19 emergency response effort. While the plan specifics and associated budget are in development, it is HHSA’s intent to maximize the use of funding to support the rapidly increasing cost associated with a large-scale quarantine and the provision of non-congregate shelter and quarantine to homeless individuals.

 

HHSA is seeking the Board’s approval prior to submitting an application with the intent of expediting the receipt and use of funding. The RFA also specifies the Chief Administrative Officer must sign the coversheet for the application.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, the County would be ineligible to receive COVID-19 Emergency Response Program funding made available through CMSP.

FINANCIAL IMPACT:

The COVID-19 Emergency Response Grant (CERG) funding made available through CMSP is one-time, emergency funding that must be expended within 12 months.  The funding requires no matching funds from the County.  A budget amendment has been attached to this item.
