Planning and Building Department, Economic Development Division, recommending the Board receive a presentation from the Tahoe Prosperity Center and consultant team and accept the South Shore Housing Assessment and Action Plan.

DISCUSSION / BACKGROUND

County staff have participated with the Tahoe Prosperity Center, City of South Lake Tahoe, Douglas County, regulatory agencies, non-profit organizations, employers, regional organizations, and community stakeholders, with input from the public, as partners, in the development of the Assessment and Action Plan.

 

Phase 1 - the South Shore Region Housing Needs and Opportunities Study, quantifies current and future housing needs for residents and employees in the South Shore Region and identifies where the market is not addressing those needs.

 

Phase 2 - the South Shore Region Local Housing Action Plan, outlines a continued partnership framework to address local resident housing in the South Shore Region over at least the next six years. The consultant team will provide a presentation to the Board of Supervisors describing the goals, objectives and strategies contained in the Action Plan and how they will be utilized to meet regional housing needs.

 

Tahoe Prosperity is requesting the Board accept the South Shore Housing Assessment and Action Plan.

PRIOR BOARD ACTION

On June 17, 2019, during the Recommended Budget Hearing (Legistar Item No. 19-0853), the Board of Supervisors approved a one-time expenditure from the General Fund Contingency to provide $30,000 in funding for a needs assessment and action plan for a housing study in the South Lake Tahoe area.

It is recommended that the Board receive and file the presentation.

 

FINANCIAL IMPACT

There is no new financial impact as a result of this presentation. The Board of Supervisors approved a $30,000 contribution toward the Housing Strategy effort in the FY 2019-20 Budget.
