Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 4738 with Psynergy Programs, Inc. for the provision of adult residential facility services, in the amount of $450,000, for the term of July 1, 2020 through June 30, 2023;
2) Make findings in accordance with County Ordinance 3.13.030 that it is appropriate to contract with Psynergy Programs, Inc. for services provided under this Agreement 4738 because (B) “Specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work;” and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 4738 including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Federal and State Funding: 50% Federal Short Doyle Medi-Cal; 50% 1991 or 2011 State Realignment.

DISCUSSION / BACKGROUND:
Acting as the Mental Health Plan for the County of El Dorado, the County has the obligation to provide eligible County residents with mental health services, including adult residential facility services in accordance with Welfare and Institutions Code Section 5600 et seq., 5775 et seq., 14000 et seq., and 17000 et seq.
Adult Residential Facilities (ARF), like those operated by Psynergy Programs, Inc. (Psynergy), facilitate the movement of mental health Clients from restricted living environments to less restricted, independent-living, in the community. To meet the demand for Client ARF placements, the County contracts with ARFs in and out-of-county; however, bed availability is limited, which may result in long wait times for Client admissions. By contracting with Psynergy, the County will have access to seven additional facilities in the state, four of which are located in Sacramento County.
This Agreement is a renewal of Agreement #3740 (File ID: 19-0212, Item No. 13). The term of Agreement #3740 began August 1, 2019, and during the time the agreement has been in place, Psynergy has successfully provided services to clients from the County of El Dorado, thereby expanding the number of clients who might not otherwise had services available. Based on this performance, the Health and Human Services Agency (HHSA) is recommending renewal of this agreement with Psynergy.
In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. HHSA has documentation on file that such a review was performed for Agreement #4738 with Psynergy.
ALTERNATIVES:
Should the Board decline to approve this recommendation, HHSA would continue to provide services through existing contracts, but would have access to fewer ARF beds for Clients.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the Fiscal Year 2020-21 budget, and will be included in future budgets for the term of the Agreement.
