DISCUSSION / BACKGROUND:

California voters passed Proposition 63 (MHSA), in November 2004 and MHSA was enacted into law January 1, 2005.  MHSA imposes a one percent (1%) tax on personal income above $1,000,000.  The funds are distributed to the counties throughout the State and are intended to transform the mental health system into one that is focused on wellness, recovery, and resiliency.

 

Under MHSA, each county is required to develop a Three-Year Program and Expenditure Plan (Plan), followed by two subsequent years of Annual Updates to the original Plan.  The purpose of the Annual Update is to review existing projects and to make deletions, modifications, or additions to the original Plan.  Therefore, planning, implementing, and updating each Plan and Annual Update is an ongoing, annual process.

 

Community Services and Supports (CSS) is one component of the MHSA.  The Student Wellness Centers and Mental Health Supports Project is a two-year CSS pilot project that provides a licensed, waivered, or registered mental health professional and a mental health assistant at El Dorado High School, Ponderosa High School, Oak Ridge High School, Union Mine High School, and Independence High School.  The project was implemented in October 2019.    This Amendment adds Golden Sierra High School.   Services include mental health assessments, outreach and engagement, linkage to community services, classroom activities, and collaboration and training with parents and district staff.

 

Sierra Child and Family Services is a community partner that has contracted with the County since 2006.  Their mission is to provide excellent mental health, foster, and adoptive services for children and families.  Their experience and ongoing collaboration with the County will provide a robust pilot project.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  The Health and Human Services Agency (HHSA) has documentation on file that such a review was performed for Agreement 4271 with Sierra Child and Family Services.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would be out of compliance with the MHSA FY 2019-20 Annual Update and the MHSA FY 2020-21 through FY 2022-23 Program and Expenditure Plan.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  This item will be funded with Mental Health Services Act funding.  Sufficient appropriations were included in the fiscal year 2019-20 budget, and will be included in future budgets for the term of the Agreement.
