Title

Health and Human Services Agency recommending the Board of Supervisors, acting as the Governing Board of the El Dorado County Area Agency on Aging, approve the following:

1) Approve the 2020-2024 Area Plan prepared by the El Dorado County Area Agency on Aging; and

2) Approve and authorize the Chair to sign the Transmittal Letter for submission of said 2020-2024 Area Plan to the California Department of Aging.

DISCUSSION / BACKGROUND:

Health and Human Services Agency (HHSA) staff, with input from the Commission on Aging (COA), developed the 2016-2020 Area Plan titled “The 60+ Year Old Population...the Other Gold in El Dorado County”, for submission to the California Department of Aging as required by the federal Older Americans Act.  The Area Plan is submitted on a four-year cycle and this four-year Area Plan for El Dorado County covers the period July 1, 2020 through June 30, 2024.

 

In accordance with California Code of Regulations, Title 22, Division 1.8., Chapter 3, Article, 3, Section 7304, the California Department of Aging requires submission of a four-year Area Plan that must be approved by the Board of Supervisors, acting as the governing board of the El Dorado County Area on Aging.  This Area Plan provides guidance for provision of services to older adults in El Dorado County Planning and Service Area (PSA) 29 and identifies goals and related objectives that are designed to improve service delivery and outcomes to this population during the four-year Area Plan period.  The Area Plan contains goals with specific objectives that are achievable, measurable, have an identified lead, and were developed based on a recent Needs Assessment conducted during Fiscal Year 2019-2020. 

 

The Area Agency on Aging receives guidance from the Area Plan to help meet the challenges of, and create opportunities, for a growing older adult population during the next four years.  Area Plan goals and objectives are defined in the attached Executive Summary.  Annual reports, required by the California Department of Aging, track progress towards meeting identified goals, and annual updates to the Area Plan allow for revision of objectives as necessary to reflect changing needs within the community.

 

The COA, as the advisory council for the Area Agency on Aging, was actively involved in all aspects of the development of the 2020-2024 Area Plan.  Additionally, the COA was instrumental in developing goals and objectives with HHSA staff that address the needs and interests of older individuals in the community, including their caregivers.  Specifically, the COA assisted in developing the overall theme of the plan, reviewing the required Needs Assessment Survey, and enhancing the California Department of Aging required core questions with additional areas of interest. 

 

ALTERNATIVES:

Disapproval of the 2020-2024 Area Plan will leave the County out of compliance with the California Department of Aging and could result in a potential loss of funding.

There was no other County Department or Agency involvement with this Agenda Item. 

One noticed Public Hearing was held to solicit feedback for the Area Plan.  That Public Hearing occurred before the regularly-scheduled COA meeting held on July 7, 2020.

 

CAO RECOMMENDATION:

Approve as recommended.

There is no financial impact associated with this Agenda Item.
