Chief Administrative Office, Facilities Division, recommending the Board consider the following:

1) Approve and ratify the Chief Administrative Officer's signature on Agreement 5070 with the California Department of Forestry and Fire Protection’s for use of the Juvenile Hall located at 299 Fair Lane, Placerville to house up-to twenty (20) firefighters 24/7 for the 2020-21 fire season for a term of August 14, 2020 thru June 30, 2021; and

DISCUSSION / BACKGROUND

The California Department of Forestry and Fire Protection (Cal Fire) has received funding to hire almost 600 additional fire fighters for the 2020-21 fire season. Cal Fire’s plans are to house a crew of twenty fire fighters here in El Dorado County and this crew would be used to provide additional fire suppression resources to the communities of El Dorado, Amador, Alpine, San Joaquin and Sacramento counties. Additionally they would be able to respond to medical aids, rescues, large vehicle fires, structure fires both residential and commercial, and Hazardous material issues.

 

Cal Fire reached out to the County to request the use of the old Juvenile Hall in Placerville to house fire fighters.  This use was discussed with the Courts and approval was granted for the shared use of the facility.  Cal Fire had an urgent need for the use of the facility and after discussions with the Board Chairman and the Chief Administrative Officer, it was decided that the Chief Administrative Office would sign the agreement and bring the agreement forward at the next available Board meeting asking the Board to ratify his signature on Facility Use Agreement #5070.  Cal Fire's use of this facility provides a benefit to the public and increases the public safety of our community.

 

ALTERNATIVES

Cal Fire could rent ten hotels rooms per night at an average cost of almost $200 per room costing Cal Fire $2,000 per night versus $5,000 per month for the use of Juvenile Hall.

FINANCIAL IMPACT

Cal Fire will be paying the County $5,000 per month.  These funds will cover utility costs at the site.  There is no impact to the General Fund with this agreement.
