DISCUSSION / BACKGROUND

The mission of Marine Toys for Tots Foundation is to assist the U. S. Marine Corps in providing a tangible sign of hope to economically disadvantaged children at Christmas.  The program collects new, unwrapped toys during October, November and December each year, and distributes those toys as Christmas gifts to less fortunate children in the community in which the campaign is conducted. 

 

In early Fall of 2019, the Foundation contacted the County seeking assistance in identifying a location for toy storage and distribution due to the fact that the facility they had been using in prior years became unexpectedly unavailable to them.   Shortly after, the Board authorized the use of 299 Fair Lane (the now dormant Juvenile Hall) with Legistar 19-1477.  The location offered ample space with excellent public access and over 15,000 toys were distributed to more than 1,300 children locally.  By all accounts, this was very successful for both the Foundation and local community. 

 

The County was recently contacted by representatives of the Foundation seeking use of this space once again.  While the Board recently also approved use of this space to the California Department of Forestry as related to fire protection (Legistar 20-1048, on August 25, 2020), there will be little overlap between these two groups and both have agreed to share some of the available space together.  With the location still primarily dormant it remains a viable option.  The term of the agreement would span October 1, 2020 through December 28, 2020 and distribution to the public would occur mid-December.  This is a no cost Facility Usage Agreement.

 

The Division further recommends the Board make findings that use of this property as described provides a public benefit.  

 

ALTERNATIVES

The Board could decline this Facility Usage Agreement and the Marine Toys for Tots Foundation will need to find another location for storage and distribution of donated items.

FINANCIAL IMPACT

The Facility Usage Agreement is zero cost and there is no change in Net County Cost.  The Marine Toys for Tots Foundation shall be responsible for any damages or clean-up required.
