Jacinto doing business as Grace Home II, a licensed residential care facility for the elderly, which increases the maximum obligation by $70,000, for a new total obligation of $290,000, with no change to the term of June 1, 2018 through September 30, 2121;

2) Make findings in accordance with County Ordinance 3.13.030 B) that it is appropriate to contract with Nelson S. Jacinto doing business as Grace Home II for services provided under this Agreement 3132 because the work requires specialty skills and qualifications not expressly identified in County classifications; and

FUNDING:   100% Mental Health Realignment.

DISCUSSION / BACKGROUND:

The Health and Human Services Agency (HHSA) contracts with the State to serve as the Mental Health Plan (MHP) for the County.  As a result of a shortage of residential beds throughout the State, HHSA, as the MHP, contracts with as many long-term residential treatment facilities as possible in order to ensure capacity and availability of services on an “as needed” basis.

 

Grace Home II is licensed as a Residential Care Facility for the Elderly by the State of California to provide twenty-four (24) hour care and rehabilitation services designed to assist clients with mental disorders.  HHSA does not have long-term residential facilities and must contract for these services.  Services are provided on an “as requested” basis. 

 

On August 14, 2018 (File ID: 18-0939; Agenda No. 12) the Board approved Agreement #3132 with Nelson S. Jacinto doing business as Grace Home II (Grace Home II).  Unfortunately, the new Agreement was erroneously processed to be effective upon execution and did not consider the effective date of a change in ownership that had occurred, causing a gap in services.  As a result, on October 9, 2018 (File ID: 18-1938; Agenda No. 32) the Board approved Amendment I that updated the term to a retroactive effective date of June 1, 2018, the date of the change in ownership of Grace Home II.

 

This Amendment II to the Agreement increases the maximum obligation by $70,000 for a new total maximum obligation of $290,000.  This increase will provide funding for existing and future clients through September 30, 2021, the expiration date of the original Agreement. 

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement #3132 with Grace Home II.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, clients currently receiving services from Grace Home II will experience a disruption to their services while HHSA procures alternative placement options.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient funds were included in the Fiscal Year 2020-21 Adopted Budget, and will be included in future budgets for the term of the Agreement.
