Board of Supervisors participation in a discussion relative to Good Governance facilitated by Babs Kavanaugh (BK Consult), and provide direction to staff to make any changes or additions to the County's Good Governance Handbook.

DISCUSSION / BACKGROUND
On December 2, 2020 (Item 5) the Board approved Agreement 5303 with BK Consult for facilitating an effective governance Board study session. The Board of Supervisors worked with Ms. Kavanaugh in Fiscal Year (FY) 2018-19 to develop a customized El Dorado County Governance Handbook and Effective Governance Assessment tool. Ms. Kavanaugh will be joined by Davis Campbell, author of the recently published book, the Governance Core. The Board study session will review, discuss and confirm the effective governance practices as outlined in the El Dorado Governance Handbook.
BK Consult provides effective governance training, meeting facilitation, organizational development, and strategic planning. Ms. Kavanaugh has over thirty years’ experience in business and brings a diverse management background to her work. Her professional experience includes governance consultant/trainer, human resource director, community health center executive director, and small business owner. Ms. Kavanaugh worked with the California School Boards Association as a governance consultant from 1999 to 2012 and engaged with over 350 school district leadership teams to strengthen their leadership skills and organizational effectiveness.
In FY 2014-15, the Yolo County Board of Supervisors engaged the services of BK Consult for the purposes of facilitation of several special sessions and, in concert with the Board and county staff, development of materials for a customized Governance Handbook.
