DISCUSSION / BACKGROUND:

The purpose of this Memorandum of Understanding (MOU) is to establish the terms and conditions under which the Data Driven Recovery Project-Cohort 2 (“DDRP”) will function.  The objective of this DDRP is to offer the participating county an opportunity to identify informed strategies for reducing the incidence, duration, and reoccurrence of arrests and incarcerations of people with behavioral health conditions.

 

The goals of the DDRP project are to bring together stakeholders and decision makers to have maximum impact on a) understanding the prevalence of behavioral health issues of those in the criminal justice system, b) develop strategies for positive impact on these issues, and c) increase the connection between behavioral health clients and treatment. The DDRP offers an opportunity to utilize Yolo County’s MHSA Innovation funding to identify ways to overcome barriers and increase data linkages across systems.

 

In addition, Yolo will subcontract with O’Connell Research, Inc. to provide access to administrative, legal, and technical resources to El Dorado including those developed in the first Cohort of the project, as well as connect El Dorado to other participating counties.

 

El Dorado will be responsible to develop a DDRP Project Charter and Work Plan within 120 days of entering into the MOU.  El Dorado will be responsible to fund its activities during that time, and said funding will come from Federal, State, Realignment, and MHSA sources.  Upon approval of the Work Plan by Yolo, one-time DDRP funds are available to support El Dorado’s staffing, development of pilot projects, or other sustainability plans as identified in the Work Plan.  At that time, an amendment to add the funding, and any related exhibits, will be presented to County Counsel and Risk Management for review.  Upon approval, the funding will be accepted by the Director of the Health and Human Services Agency (HHSA), or designee. 

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA will be limited in its ability to address the behavioral health needs of people in jail.

FINANCIAL IMPACT:

There is no Net County Cost associated with the Agenda item.  Initial start up costs are estimated to be approximately $7,000, based on staff time involved in planning with Yolo County, to be funded by Federal, State, MHSA and Realignment.   Sufficient appropriations were included in the Fiscal Year 2020-21 budget for the start-up costs, and a still-to-be-determined revenue distribution will fund ongoing costs through the end of the agreement.  HHSA will return the Board with a budget amendment to increase revenue and appropriations as necessary, as well as related contracts that require Board approval in accordance with Procurement Policy C-17.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original MOUs 5290.

2) Clerk of the Board to return two (2) partially executed MOU to HHSA Contracts Unit at 3057 Briw Rd.
