DISCUSSION / BACKGROUND

The Department of Transportation’s (Transportation) County Service Area Zone of Benefit (ZOB) Program is established as a method to finance and provide needed public facilities and services to residents and property owners within these areas. The following budget transfers from each ZOB budget are necessary in order to appropriate funds and pay for road maintenance projects during Fiscal Year (FY) 2020-21. These budget transfers are within each zone’s existing available funds and do not involve any retroactive work or contracts:

 

1) $252 from Contingency for Blanchard Estates (3591852)

2) $460 from Contingency for Creekside Drive (3591843)

3) $585 from Contingency for Dolly Varden Lane (3591842)

4) $11,629 from Contingency for East El Largo (3591837)

5) $16,989 from Contingency for Fernwood Cothrin (3591835)

6) $1,078 from Contingency for Pilot View (3591847)

7) $867 from Contingency for Pineoakio (3591844)

8) $6,344 from Contingency for Randolph Canyon (3591850)

9) $8,160 from Contingency for Rolling Ranch (3591851)

10) $1,942 from Contingency for West Green Springs (3591848)

ALTERNATIVES

The Board could choose not to transfer the available funds from each ZOB budget; however, this would result in contractors not receiving timely payment for completed work and alternative methods to fund road work would need to be identified.

Approve as recommended.

 

FINANCIAL IMPACT

Approval of this item would reallocate ZOB contingency by $48,306 for the listed zones in the current FY 2020-21 budget. There is no impact to the General Fund or Road Fund, and there is no Net County Cost associated with this item.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on the budget transfer documents.

2) The Clerk of the Board will forward the budget transfer to the Auditor/Controller for processing.

3) The Clerk of the Board will return one (1) copy of the budget transfer to Transportation for further processing.
