Title: Transportation Department recommending the following pertaining to the Durock Road/Business Drive Intersection Signalization Project, No. 73354: 1) Authorize the Director of Transportation to approve temporary road closures and detours to accommodate construction staging; 2) Determine that the proposed preliminary work required for utility pole relocation and road surface repair of Shingle Lime Mine Road may be accomplished pursuant to Public Contract Code, Section 20395(c) in that the County shall perform the work by purchasing the materials and having the work performed by day labor, in which case advertising for bids is not required; and 3) Authorize the Director of Transportation to perform the proposed preliminary work required for utility pole relocation and/or detour road surface repair using County staff/maintenance workers as day labor. FUNDING: 2004 General Plan Traffic Impact Mitigation Fee Program.

Fiscal Impact/Change to Net County Cost:
The construction phase of the Durock Road/Business Drive Intersection Signalization Project (Project) is funded through the 2004 General Plan Traffic Impact Mitigation (TIM) Fee Program. The County and El Dorado County Transportation Commission will be jointly submitting the Project for consideration in the upcoming State and Local Partnership Program (SLPP) grant competition. The estimate for this pre-construction preparatory work is $160,000. There is no net cost to the County General Fund associated with this agenda item.

Reason for Recommendation:
This Project was approved and the Mitigated Negative Declaration was certified by your Board on June 5, 2007. This Project is included in the Ten-year Capital Improvement Program for FY 2008/09 through FY 2017...
