Title
Chief Administrative Office recommending the Board consider the following:
1) Adopt the Final Draft Response to the 2008-2009 Grand Jury Final Report; and
2) Authorize the Chairman to sign a letter for the submittal of the Final Response to the presiding Judge of the Superior Court.

Background: The Grand Jury's Final Report includes several reports for which a Board of Supervisors response is warranted. These reports include:

· Response Review Report
· El Dorado County Jail-South Lake Tahoe
· El Dorado County Juvenile Hall-South Lake Tahoe
· El Dorado County Jail-Placerville
· El Dorado County Juvenile Hall-Placerville
· El Dorado County Senior Day Care Center
· Placerville Airport
· El Dorado County Psychiatric Health Facility
· South Lake Tahoe Administration Facility-El Dorado Center
· El Dorado County Health Services Department-Placerville
· El Dorado County Branch Library-El Dorado Hills
On August 11 the Board received the Initial Draft Response to the Grand Jury Final Report and directed the Chief Administrative Office to include the following changes.
1. Roadside Memorial report, response to Recommendation 1 has been changed from "The recommendation will not be implemented because it is not reasonable," to "The recommendation has not yet been implemented but will be implemented in the future." As a result of Board discussion on this topic, the response to Finding 1 was also changed from, "The respondent agrees with this finding," to "The respondent partially disagrees with this finding" and now includes a reference to Title 12 of the County Ordinance Code relative to roadway encroachments.
2. Zone of Benefit report, response to Finding 9 now includes a more detailed discussion of the process for Zone of Benefit dissolution.
