Title

Health and Human Services Agency and Human Resources Department recommending the Board adopt and authorize the Chair to sign Resolution 030-2021 to add two (2) Full Time Equivalent Social Worker I/II positions to the Health and Human Services Agency Housing and Homelessness Services personnel allocation.

DISCUSSION / BACKGROUND:

The Health and Human Services Agency (HHSA) applied for a Permanent Local Housing Allocation (PLHA) grant through California Department of Housing and Community Development (HCD), with a term for a minimum of five years that is anticipated to be ongoing funding. Included in the application was the plan to use a portion of the grant to fund two (2) full time staff. HHSA was awarded the PLHA grant on February 5, 2021 with a total first year allocation of $479,995. 

 

HHSA began working with Human Resources on the job specifications for these two positions and Human Resources recommended these two positions should be classified as Social Worker I/II allocations.  During the grant application process consideration was given to the classification of Housing Program Specialist, however upon further review, the Social Worker I/II classification was deemed more appropriate for working with the vulnerable populations to be served by this funding source.  The funder has approved this minor change as it aligns with the overall goals.

 

Per the funding, these positions will be tasked with providing supportive case management services that allow qualifying low-income households to obtain and retain housing. Case management will be prioritized for households who are homeless or at risk of homelessness. The model used for this funding will mirror the model in CalWORKs Housing Support Program (HSP) in which the County has three dedicated Social Workers.

 

ALTERNATIVES:

The Board could decline the revised allocation. Should the Board decline to adopt the attached Personnel Allocation Resolution, HHSA would be unable to fill these two positions to support the Housing and Homelessness Services.

FINANCIAL IMPACT:

There is no net county cost associated with this Board item. The approximate annual cost of two full time Social Worker I/II positions is $192,600. Both Social Worker I/II allocations will be paid with PLHA funds, which have been included in the Fiscal Year 2020-21 Budget, and will be included in future budgets. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on the attached Personnel Allocation Resolution.

2) Clerk of the Board to return one (1) certified copy of the signed Resolution to HHSA Contracts Unit at 3057 Briw Road, Placerville.

3) Clerk of the Board to submit one (1) certified copy of the signed Resolution to Human Resources (Jordan Meyer)
